WAAD Licenses - Two directories

Hi,

I have an Azure AD Premium license for 25 users for one directory which is working on the default domain of my tenant. I am trying to add another directory and have created an Admin user for the same, however, I am not able to assign a license to this user. Are the licenses restricted to one directory only? Any details regarding this would be appreciated.
