Cannot create new WAAD tenant

Hi WAAD folks,

since a few weeks I cannot create a new WAAD tenant on this website:

    https://activedirectory.windowsazure.com/Signup/QuickSignup.aspx

I get the same error message like the guy in this unanswered question:

    http://social.msdn.microsoft.com/Forums/en/WindowsAzureAD/thread/f2522e27-68d4-4ead-b2a1-39972d87e8d6

The error message is as follows:

    Sorry! We can't process your request right now. 
    Sorry, we cannot sign you in with the credentials you provided.
    You will need to sign in with an organizational account to continue.

What exactly is a organizational account? I didn't find anything about it. I have two Live IDs (I am working for different companies) and with one of the Live IDs I got just one time a form which ask me if my account is an company or personal account or something like that. I choose personal and I was able to create a WAAD tenant once. Now I am not able to create a new tenant whatever Live ID I use.

If I try this website:

    https://activedirectory.windowsazure.com/Signup/

I get another error message:

    We're sorry, this offer is not available
    The offer you requested may not be available for one of the following reasons.
    - The subscription you want is no longer offered by Microsoft.
    - You can sign up for a trial only once and this is the second time that you are
      trying to sign up for the same trial.
    - You are requesting a beta or trial that has expired.
    - The invitation code has already been consumed or is no longer valid.
