Self Service Password Reset - Request could not be processed

Your request could not be processed

We're sorry, but we cannot reset your password at this time. Unfortunately, this is due to an unrecoverable issue with your account configuration, so trying again won't work. Please contact your admin to reset your password for you.

I receive the above message after entering a new password which meets complexity requirements. Other users cannot even reach the page that asks for a new password. They get stuck after entering their email address and see this message below

Your account has not been enabled for password reset

We're sorry, but your administrator has not set up your account for use with this service.

If you'd like, we can contact an administrator in your organisation to reset your password for you.
