Zero Agents created when deploying ACS DC/OS

When preparing a workshop for ACS DC/OS, no agents are created. Can somebody help? Otherwise, tomorrow 40 people will be stuck.The 'agentcount' parameter was correctly set during deployment. Independent of which template I start I get 0 agents. test cluster, production cluster or manually configured. It worked correctly before an increase was made to the core limit of the account.
