Users assigned to resource group can't see it in Azure portal

Added a user to a resource group in azure and user says he didn't get an invite and does not see the resource group when logging into azure.We did try 2 separate accounts and had the same issue. I can see the user assigned to the resource group and he signed in about 20 minutes after I added his email address to the group.
