Is Windows Azure AD a cloud service or a VM in the cloud?

Hi,

We are considering migrating our on premises AD to the cloud. I want to better understand what this entails.

Does AD on Azure run as a cloud service or do we create a VM in Windows Azure and migrate our AD to it as if we're migrating our AD from one physical server to another?
