Error attemptin to grant access to application to another AD tenant

I've been following http://msdn.microsoft.com/en-us/library/windowsazure/dn151789.aspx (accurately, I think, but I guess not :-)).

I have two WaaD tenants in my subscription and I wish to access the application from both.

After setting up the application and successfully signing in using the users from the first AD I enable access for external users and I follow the sign-up link.

the first time around, after signing in using a AD global administrator (not live-id account) I got success but the application appeared on the second directory as if it belonged to it.

I deleted it and tried again, now I'm getting

Access cannot be granted to this service because the service listing is not properly configured by the publisher.                        
An error has occurred while processing this application. Please try again later.

I've removed the application from the original directory and tried again, but I keep getting the same error, so I must be missing something...?
