Windows Azure Active Directory Credentials

I am trying to set up Active Directory sync with the sync tool.  I have two admins to the domain set up in Azure.  When I provide the credentials on the "Windows Azure Active Directory Credentials" step both accounts fail.  One reports bad user name or password, the other reports the federated ID cannot be found.  Both account exist and the correct credentials are being supplied.
