Secondary DC blocked on "Creating NTDS Settings..."

Hi,

I have created a new forest on Azure IaaS.

When I try to create a secondary DC, it gets blocked on "Creating NTDS settings" Event logs show RPC error.

I tried :

Tried to rename the VM, change its IP address, delete it recreate it etc.

What am I missing ?

Servers are both W2012R2 Datacenter and ping is ok between them.
