Using Azure to authenticate to on-premise resources and vice versa

I feel like the answer(s) should be obvious but there is so much information out there that it is hard to tell what is current and what is old.  Also, most articles assume that you are connecting your on-premise directory to Office 365, which I don't want to do.

This is what I'd like to accomplish

1. Access Azure using on-premise AD credentials.  Right now I have a separate Azure-only account

2. Create a directory in Azure for partner user access to on-premise resources

3. My developers want to be able to log into Visual Studio Online using their on-premise AD accounts.

I feel like I keep going around in circles when trying to find the right answers and it seems that every week the answer changes. Is Azure Directory Sync Services the right approach?

If someone could point me in the right direction of current information I would really appreciate it.
