WAAD won't install. Says Sign-In assistant needs to be installed, but it already is.

Server 2008 R2 has the Microsoft Online Services Sign-In Assistant version 7.250.4303.0 installed according to the control panel. I'm trying to install the Azure AD management so I can turn on Federation. I keep getting an error that "In order to install Windows Azure Active Directory Module for Windows PowerShell, you must have Microsoft Online Services Sign-In Assistant version 7.0 or greater installe don this computer." It IS installed. I'm totally stuck at this point. Where should i be looking at this point?
