Can the Azure Active Directory Tenant beneath an Office 365 subscription be preserved when cancelling the subscription?

Is there a way to detach an Azure Active Directory Tenant from its Office 365 subscription (which will then be dropped) and attach it to a new Office 365 subscription?

We're looking for scenarios that allow migrating Office 365 P tenants to E tenants (or M to E, etc.) without losing the tenants' user accounts and without being required to deregister, revalidate and reregister all vanity domains.
