Join PC to Azure Active Directory

Hi,

I used DirSync to sync on-premises AD to Azure Active Directory. If I create a workstation on Azure, can this workstation join to Azure Active Directory without point to on-premises AD.

Is Azure Directory Server is a Domain Controller ?
