Creating an RMS Template

I've followed the instructions in this article to install and successfully connect the Windows Azure Directory Module for Windows Powershell:

Does anyone know where we can find a guide that walks through setting up new Rights Management Services templates?  We'd like to create an RMS template to won't allow someone to review an encrypted email until they log in with their Windows Live ID, but can't figure out either:

1) how to do this in Powershell or

2) how to connect RSAT to Azure and use it to manage AD RMS. 

Any help would be much appreciated!
