Student Advantage causing problems for migrations to O365

Hello, How would you recommend that an educational organization proceed when the following situation occurs:

- University has an existing tenant "university.edu" as well as the plan to use tenants such as "engineering.university.edu", "polysci.university.edu", which however have not yet been used for planned migrations.

- Students, through the "Student Advantage" start creating tenants such as "engineering.university.edu", thus preventing the University, and ultimately their planned O365 migrations, from moving forward.

This is creating a lot of problems and will ultimately, unless fixed by MSFT, will cause many planned migrations to be put on hold, or cancelled.

In the end, Google's offerings may be a better solution for Universities looking to move to the cloud if this problem cannot be fixed.

It would be interesting though to see what solutions can be created by Microsoft to address this problem.  Hopefully not another case of "fire, ready, aim" by Microsoft.
