How to add new user and role in Azure Active Directory

In Azure Classic Portal this was very easy.  Now in the new Azure portal having issues with this.  Want to add a new user called WebAdmin, but need an email address for this user so webadmin1@xxxxx.com.   In Azure Active Directory unable to complete the new user because email is not accepted and cannot define role.

In Roles try to create  anew role but then I do not have the user (using Access Control to create the role).  My understanding is thathttps://manage.windowsazure.com is no longer around.

Please advise.
