Issues with Helpdesk (Password) Admin resetting passwords

It is my understanding that Helpdesk (password) admins can reset passwords for other users and other password admins; however, I am finding this doesn't always work. When trying to reset another helpdesk admin's password using the Office 365 Admin > Active users page, I receive an error stating I don't have correct permissions. It does work when using the Azure AD users page. Why would it not be the same (either allowed or not allowed) in both places? And what is that actual expected result?

Also, what should the expected result be when resetting passwords of guest accounts? Should password admins be allowed to do this?  Again the results are not consistent depending on where you try it. It doesn't work from Azure AD users page or from O365 Admin Active users properties page, but when using O365 active users page, if I just click the checkbox next to the user name  and then click Reset Password at the top of the page, it will work.

Hoping someone can clarify why this is so inconsistent.  Thank you!
