API Permissions dont show up in Azure

Hi, 

I'm trying to setup Power BI embedded environment using my Azure demo account. However, the API permissions won't appear in the list. If I type nothing comes up. 

(I'm referring this document https://docs.microsoft.com/en-us/power-bi/developer/embed-sample-for-customers) - the step 6 under Use the Azure Directory portal.
